Significant Incidents:

  • The political environments watch the semi-final trip of the UN General Secretary's International Envoy Terje Roed-Larsen in the Region, in an attempt to treat the Israeli violations on the Lebanese border, and to give way to the deployment of the International Troops, in compliance with Resolutions 425, and 426. Larsen meets today President of the Republic Emile Lahhoud, and some Lebanese officials, to put them in the atmosphere of his discussions in Israel. He expressed, before reaching Beirut, of his hope of finalizing the operation of removing the Israeli violations on the border with Lebanon at the end of this month. Furthermore, these environments, surprised, drew the attention, for the declaration of the Israeli Army of submitting "120" complaints to UN speaking of disturbances which took place after the withdrawal, through the border with Lebanon, where Lebanese civilians were throwing stones on the Israeli soldiers at the border Gate of Fatima. The Israeli Army claimed that these disturbances negatively affect the inhabitants' lives in the colonies, and delay the completion of the job regarding the fence on the border. While these environments warned of new Israeli aggressions represented by carrying out fine soil from the Lebanese territories, they stopped at the border monitoring checkpoints, which were established by Hezballah, openly, for the first time after the withdrawal.


  • Internally speaking, the electoral file still remained in the focus of all the attentions, amidst of the quarrel regarding the project of uniting the Councils and Ministries. Perspectives appeared accusing President Hoss of his agreement on a term which diminishes the potents of the Presidency of Cabinet of Ministers, having Hoss' denying reply at President Hariri's bloc of this accuse.


Press News:

  • An-nahar followed-up the elections issue in Mount Lebanon, saying that elections 2000 regains the spirit of elections 1957 which were assailed by President Camille Chamoun against Kamal Joumblatt causing the failure of the latter. This newspaper saw that amidst the neutral Syrian position in both Districts: Chouf and Baabda-Aley, one could indicate to two remarks which are now controlling the track of elections, predicting the results in them. The first remark that the assailing of the elections by the authority and Joumblatt is through closed lists, which affirms of the collapse of all the opportunities of possible understanding between them. The second lies in the assailing of the authority in the elections through the Druze factor, as bringing a third power to the Druze conflict, in order to distract the electorates' votes. This role was appointed to the Syrian National Party. An-nahar affirmed that the battle would be first and last, against Joumblatt, so as to prevent him from dominating a huge parliamentary mass.


  • As-safir, found that the conflict escalates between the government and the opposition, whereas the living crisis continues without any mere solution. All parties try, through each, to invest such files in the electoral battle, which started to record ascended hotness, as its starting date approaches. This newspaper continued saying that the political leading figures try to control their divergences, but sometimes, they activate them when the requirements are more insisting, or through the underground activities related to the establishment of the electoral lists in more than a district, in the middle of the day-by-day back-off of the functioning performance of the government. As-safir made a consensus on the elections, through a sample of 300 citizens of different Lebanese areas. The estimation discovered that a percentage of 60.33 of the voters had their electoral cards, and the majority of the Lebanese agrees on the important role that the money plays in establishing the lists, and buying the votes, which is going to be negatively reflected on the liberties.


  • The Future newspaper followed up the structure of the lists in Keserwan, saying that their establishment occurs in Keserwan whereas their success is decided in Jbeil, after the alteration of many alliances in a district, after being transferred from adversary into agreement. This newspaper also, had an interview with the General Secretary of the Organization of Democratic Elections, Hassan Krayyem, who said that the Organization works for developing the Electoral Law, considering that the monitoring starts before voting. Krayyem indicated that Ministry of Interior refused the the application for authorization, the latter sent it through Notary Public.
