Significant Incidents:

  • The visit of International General Secretary's Special Envoy Terje Roed-Larsen captured the concerns and the follow-ups of the popular and official medias, as its topic is entitled by a last quiz try in dealing with the Israeli border violations.


  • Larsen dealt group of matters with the Lebanese officials, all focussing on the situation of the International troops, the conference of the Granting Countries, and the treatment of the violations. Lebanon had not requested the deployment of the troops in the South, as discussions had not focussed on these points, contrary to what was said before his arrival to Lebanon.


  • Medias following-up Larsen's trip, said that the atmosphere was very good, as it was expected that the conversations might be governed by the matters that were incited by Larsen, in the past, which led to the Lebanese rejection, claiming his attitude as being biased to Israel.


  • Those medias saw that the International Envoy bore nothing that contradicts the basic blue line drawn by UN on the border. He had not submitted any new blue line that differs in points from the basic line. He called for treating the violations, as the situation in the South would not be calm unless these violations are effectively treated.


  • On the other hand, the topic of the conference of the Granting Countries was reflected positively through Larsen's point of view, despite the American declarations, which oppose convening this conference before the deployment of the Lebanese Army in the South.


  • Furthermore, other files were kept capturing the attention and concern, particularly those connected with the living situation, and the movement that General Workers Confederation organizes, in addition to the problems of Electricity and the project of uniting the ministries and councils. Press News:

  • An-nahar considered Larsen's visit being decisive to remove all the violations and to deploy the International Troops. The results might not be revealed directly, but, as this newspaper said, that the new positive climate which appeared during the meetings between Larsen and the Lebanese officials, would be interpreted positively on ground, despite some parties' look at these fundamental files, especially the conference of the Granting Countries for Re-constructing the South.

This newspaper saw that Israel prepares itself for other procedures on the border, most of which are security-wise, and considered the International call for deploying the Army in the South will resume, from outside and inside, affirming that the official attitude still hangs on its fundamental points of view.
