Significant Incidents:

  • The political environments pursued attentively the developments related to the efforts made on treating the Israeli border penetrations, on the light of what Israeli Prime Minister Ihud Barak declared that he will clarify the divergences within the few coming hours, reaffirming his determination to continue implementing Resolution 425 that was decided by UN. UN General Secretary Kofi Annan resumed his trip in the Region, reaching Israel, yesterday, and meeting Barak and his Foreign Minister David Levi. He discussed with them the penetrations that took place on the border and the Lebanese rejection in that concern. Annan declared, praising the self-restraint that Hezbollah practiced since the Israeli withdrawal from the South, that the Lebanese government will handle its power in the districts from which Israel had withdrawn, by sending one thousand soldiers to the South, followed by more. However, the International Organization, according to Annan, will continue its efforts to have all the International resolutions be implemented. The medias drew the attention to what each of Barak and Levi declared that Israel will respect all its obligations towards Lebanon in compliance with Resolution 425.


  • Meanwhile, some contradictions appeared in the Lebanese officials' speeches, regarding the horario of the deployment of the Determent Striking Force, which was formed in order to handle security responsibility in the South. As President Nabih Berri was declaring that the government wouldn't send this force to the liberated districts unless otherwise, the penetrations are dealt with on the border, came President Hoss' declaration that this force will deploy soon, after the deployment of UNIFIL in the South. To this, the Council of Ministers decided a developing plan of five-year assistance to the liberated areas. President Hoss reaffirmed that the government is working hard to return the economical, developing, and security situation to its nature in those districts. He pointed to the recruitment of the concerning Ministers to launch studies and projects to strengthen the situations through the plan that the government had made. In the meantime, the Lebanese and International teams continued the checking mission of resolving the Israeli penetrations on the border, starting from Al Majidieh till Kfarchouba, where few penetrations were discovered, and are still existing. These discoveries were given to the General Secretary Annan, in order to deal with them and verify finally of the withdrawal, giving back all the occupied Lebanese territories.


  • On the other hand, the medias began looking at the legislative election issue, especially after fixing the timetable of these elections and their annexes, as significant candidates' actions was noticed in Casas, in addition to the electoral machines' activity for acquiring the electoral card.


  • It was also noticed that the Conference of Al Baath in Syria that ended its works by electing Brig. Gen. Bachar Asad as General Secretary, with a new leadership, is capturing the concerns of the medias. Quotations were revealed by Syrian sources that the first outside visit paid by Asad, the Son, will be to Lebanon.

  • An-nahar expected, in the electoral domain, quoting from observing political sources, that the percentage of voters in the coming elections, in all the districts, might not exceed 30, for many reasons, first of which is that big lists of strong and operative figures make the candidates uncaring and inattentive, believing that winning in these lists becomes inevitable. Second, because no incentives are available to the electorates, third, most of the voters whose names are registered in the 'crossed-out lists' are abroad, and last, most voters had not yet acquired the electoral card. An-nahar mentioned that President Hariri asked his current representative in the North, Chief Samir Al Jisr, to facilitate the pull-out of the tri-alliance that includes him with Ahmad Karami and Musbah Al Ahdab, in order to easify Minister Mikati's job in resuming to form the Tripoli façade, assailing the battle against any list formed by President Omar Karami.


  • Future newspaper said that Electricity of Lebanon intends to submit a quick complaint, after the attack that its employees were exposed to, during their job in removing electricity robbery and hanging in one of the districts. It also mentioned that the rumor that was marketed in the North of the death of an MP was quickly proved false, but it created some chaos.


  • As-safir disclosed the real motive that stands behind UN General Secretary Kofi Annan's visit to Sayyed Hasan Nassrallah, which was not only a political or moral view towards the Resistance. Annan appeared as being in need to furnish Great concerned parties answers regarding the security coming cases, from Hezbollah.   • Ad-diyar published news regarding the establishment of the additional International Force, numbering: one thousand Ukranian soldiers, and 650 of Sweden, Ireland, Finland, and Poland. Ad-diyar said that President Nabih Berri insists on renewing to the President of the South Council Kabalan Kabalan, whose rule ended, or replacing him by a personality close to him, after he espied the intention of appointing one who is politically independent.
