Significant Incidents:

  • The Lebanese medias focussed on two main issues: one is the legislative election through its hot preparations in the electoral Provinces and Districts. Second, is the follow-up of the file related to the verification of the completion of the Israeli withdrawal from the South, and the treatment of its penetrations.


  • A development occurred yesterday regarding the second issue, represented through the evacuation by the Israeli Troops of a road that it was occupying in Kfarchouba area, of 8 Km., linked to Shebaa Farms, while the International Checking Team continued treating the penetrations and the checking on the Israeli bank. Medias drew the attention to the word that President of the Republic Emile Lahhoud spoke in which he declared that UN General Secretary Kofi Annan personally promised to treat the Israeli penetrations in addition to control all the atmosphere there, by using special monitoring instruments in case of any possible future penetration. The medias watched the Lebanese awareness, and the fear of a probable looseness, if the conference of countries granting re-construction to the South had not been held before the end of July. Meanwhile, Lebanon continued its efforts to profit aids so as to prove its responsibility towards the liberated areas.


  • Regarding the electoral issue, medias were worried about the disturbances occurring in many districts, which accompany the preparations for the electoral operation, especially as to what happened in the Mountain, Ain Wzein, where the Security Forces ceased a quarrel because of the nomination in Al Chouf.


Press News:

  • Future newspaper, in a special page, made an interview with MP Salim Diab who said that there are 4200 volunteers in the electoral machine of Hariri's list in Beirut, considering winning in this list bears a big national meaning. The newspaper added that there is a race in forming electoral offices in Beirut, indicating that the candidates' pictures do not give new opinion or idea. It denoted to the North Metn (The mother of battles), where sudden, new and old alliances occur. The newspaper viewed that the document of Hezbollah joining the Government became seriously dealt with, and is one of President of the Republic's care. Interior debate is running within the Party regarding this case, and a possibility of backing-off exists in the American veto against this Party's participation in the coming government, as the reasons for banning had disappeared, such as the cessation of the Resistance operations.


  • An-nahar quoted from official reference that the Israeli withdrawal from the South does not establish peace, it is a truce, which is exposed to violation from time to another. The newspaper mentioned that not having deployed the Army in the South has reasons that differ from what the government justifies, some contribute to the fact that deploying the Army might close the Southern file completely, as the latter should remain at least partially opened, till the fulfillment of Resolutions 242-338-194. Regarding the Syrian military presence, An-nhar said that Syria starts from now replacing its presence by a political one through the legislative election that results in an absolute majority support for Syria. An-nahar presented a report regarding the parties in the South in the eve of the elections, recording strong competition between Amal Movement and Hezbollah, in the midst of backing-off of Right Parties despite the visits paid by some to the Christian villages but were faced, sometimes, by refusing reactions. It continued, that the Christian villages became, from the first moment of liberation, the focus of attention for the Ideological parties such as the National Social, and the Communist Party. An-nahar spoke to the Deputy Chief of the General Secretary of that party, Saadallah Mazraani, as to the role of the Party in the elections in the South.


  • As-safir spoke of the refusal of the banks to advance loans in the liberated areas because of the security risks that are still existing.


  • Ad-diyar presented a census by a studying institution that revealed 60% of the present MP's would win less than half of the votes that they had in 1996, knowing that 80% of the officials feel that most of the MP's will return to the coming House, and no change occurs.
