Significant Incidents:

  • The document of verification of the Israeli withdrawal and the treatment of its penetrations, rests on top priorities for various medias, especially during the time where UN had not finished yet solving the penetrations, amidst of Israeli flagrant deferment, which delays the deployment of the UNIFIL in accordance with Resolution 426.


  • Medias feared of such statico situation, which might open way for other possibilities, that start with the returning of violence to the border, in addition to the inability of the International Troops to control the situation, despite the pledges that UN General Secretary Kofi Annan had expressed to take care with the penetrations. Meanwhile UNIFIL still waits for an Israeli response on its accomplished report of the penetrations that was presented to the Israeli Leadership.


  • Medias drew the attention to the disputes that occur concerning the issue of the conference for the Countries Granting South Lebanon for reconstruction aids. These complexities appeared through USA's intention, supported by England, for not convening in July, which made Lebanon assail a diplomatic campaign to ensure the convention. USA point of view insists on tying that with the deployment of the Lebanese Army in the South.


  • To that, the medias noticed an increase in the electoral competition in all the Lebanese Districts, as the electoral date approaches, in addition to the emergence of a new situation imaged by many voices warning of the aggravation of the living situation crisis of all the Lebanese.

  • As-safir saw that if the problem now lies between the International Organization and Israel, after having the first admitted of the penetrations, then the question is concentrated on resolving such problem and the release of detainees in Israeli prisons. The newspaper warned of the continuous Israeli obstinacy which makes the situation incline to a different trend, especially that the Resistance started to get fed up of waiting, and might undertake its responsibility in regaining the territories, by assaulting a different war, which means the return of violence to the border. As-safir considered that the reconstruction of South Lebanon, and the efforts made to convene in the conference of the Granting Countries, could not cover a sharp living crisis that was renewed through the Electricity problem and the rationing, with the increase in fuel oil prices, in addition to the dismissal of more than 3000 teachers to unemployment. As-safir said that one of the liberated southern villages will not obtain water before three and a half years, according to the decided schedule of the projects of developing the South.


  • An-nahar viewed on the electoral domain, that when the government decides intervening in the electoral operation, it does not show that, it only expresses its opinion and wishes, so as to keep its right in supporting its candidates and helping them win, especially in accumulating them in strong and firm electoral lists. An-nahar said that the government confesses that it has an opinion in elections and assists candidates that include themselves within President of the Republic's political speech. However, what the government would not show is its involvement in a negative role towards the opponents of the ruling era. An-nahar saw that the government will be neutral in Bekaa and the South Distircts, and in the North First District, because there, the results are not a worry. But, what concerns the ruling class is the direct intervention in Mount Lebanon, and Beirut, to alienate the opponents as much as possible, particularly for not opening way to Hariri's and Joumblatt's powerful return.


  • Future newspaper noticed, after more than a month of the Israeli withdrawal from the South, and about three weeks of the departure of President Hafez Asad, Lebanon and Syria had passed successfully the crisis, as no sectarian turmoil took place in the Lebanese South, and the Constitutional operation and stability in Syria remained in their normal positions, and that the first steps revealing the Lebanese triumph began to show on the Regional and International levels. As for the North, the newspaper saw that Bsharrey's electoral situation varies between the old and the younger, within shy movements, and whispers of lists, without announcing them. Future newspaper made an interview with Dr. Labib Abou Dahr in Saida, who was in the past as an electoral key, now considers himself as "keyholder" and not a key, as he started his electoral career since the Mandatory ruling. Abou Dahr viewed that the electoral machine is more important than the 'crossing out' lists and payment is useless on the date of elections.


  • Ad-diyar mentioned that a political campaign is incited by leading propaganda companies in Lebanon, claiming that the new electoral law is dangerous on the freedom of Publicity in Lebanon, and consequently on all the public liberties, whereas, the real purpose of this campaign lies in maintaining the present situation and in monopolizing the market.
