The
International Delegate, Terry Rod Larsen is back again in
Beirut today, carrying Israeli Prime Minister Ihud Barak's
answers, speaking of amendments regarding the Borders.

Larsen
will be informed by President of the Republic, Emile
Lahhoud, the Lebanese Firm Points which are simplified in
not giving up a hand-span of any Lebanese territories, and
not a drop of the Lebanese waters, indicating to the
existence of the Occupying Forces in three locations:
Rmeish surroundings, Al Ghajar village, Miskaf Aam colony,
and Al Wazzani-Al Hassbani factories where water robbery
is still occuring. Sticking to the Lebanese identity of
Shebaa Farms, Lebanon refuses what Barak calls for the
Borders of 1978 as 'Practical Borders', insisting on the
Official International Borders. However, it is expected
that Larsen handles his final report to the UN General
Secretary, Kofi Anan, so that the latter announces
executing the Withdrawal Verification in order to start
the implementation of Resolution 425, then Resolution 426.

Another
claim for outspreading the Government's effective
sovereignty in the South, came by the Maronite Patriarch
Mar Nasrallah Boutros Sfeir who, at the same time, called
for the Army's spread on the indisputable districts.

All
the aforesaid was accompanied by the preparations for the
American Minister of Foreign Affairs, Madeleine Albright,
to have a tour in the Region, where a weak possibility
exists in visiting Beirut and Damascus. Albright, who will
focus on the Palestinian track, said that the Israeli
withdrawal changed the dynamic game in the Region, and the
door is not slammed against the Syrian Question within the
endeavors to achieve a comprehensive Peace Process.

The
Syrian Minister of Foreign Affairs, Farouq Al Sharaa,
stressed on the Syrian obligation towards achieving
comprehensive and fair peace in the Region, after
receiving the American Previous Assistant Minister of
Foreign Affairs, Richard Murphy, in Damascus.

In
Cairo, and on the periphery of the meetings of Damascus
Declaration Countries' Ministers of Foreign Affairs, the
Egyptian Foreign Minister, Amr Mousa, declared that there
is a unique Arab standing that supports the Syrian
position represented by refusing any attempt to press on
Damascus in order to weaken its negotiable position.

In
Jeddah, the Gulf Cooperation Council Countries' Ministers
of Foreign Affairs stressed on aiding Lebanon, and called
Israel to continue its withdrawal from all the Lebanese
territories, and handled Israel the responsibility of
stumbling the Peace Process on all tracks. Also, in
Jeddah, the Saudi Crown Prince, Abdallah Bin Abdul Aziz,
received President Rafik Hariri.

Regarding
the electoral issue, Press information denied the news of
Hariri's alliance with Member Tammam Salam in Beirut
Second District, due to the latter's disagreement with
Hariri's demand of the Sunni, Orthodox, and Armenian
seats. The information also says that Salam sticks in his
allianc to Hizbollah, in cooperation with Member of the
Parliament, Najah Wakim.

Apart
from that, an estimation of the Development Studies and
Projects Center (MADMA) shows that 78% of the Lebanese see
that their incomes are not adequate to fulfill their
principle needs, and 83% see that their incomes are not
proportional with their social situation.
