An
important development happened when President of the
Republic, Emile Lahhoud, mentioned infront of his visitors
that he is going to use his Statute potencies in not
signing the Parliamentary Law which depends on using the
Identity Certificate during the parliamentary elections.
And, he will return such law to the Parliament for review.
He explained such reaction as necessary for the integrity
of the electoral operation, and for cutting the way on any
other reflections or explanations.

President
of the Parliament, Nabih Berri, in a commenting speech on
such step, gave the President of the Republic the full
Statute right to return any law. But, he says that he
doubts the words that the President said which may be
explained against the Parliament in determining a law that
effects the integrity of the elections. The last two
electoral sessions of 92 and 96, President Berri
continued, were done by using the Identity Certificates’,
‘hence, we do not believe, together with the President,
that they were corruptible. And then afterwards, the
Municipality elections of Jdiedet El Metn,took place, the
Identity Certificates were also allowed to be used’.

Parliamentary
sources expressed their exclamations against the
non-opposed reaction of the Government during the
Parliamentary Session, on using the Identity Certificates,
whereas President Hoss supported President of the Republic’s
attitude.

During
this period, the preparations for elections are continued.
In Beirut, President Hoss concentrates on a list for
Beirut third District, unlike President Hariri who
prepares his lists for the Beirut three Districts. Tammam
Salam’s alliance with Hizbollah in the second District
is confirmed.

In
the South, preparations are made for wide meetings held by
President Berri, in Msseileh, with some Nabatieh and Tyre
operative personalities, so soon.

In
West-Bekaa-Rashaya, dealings are made to appoint a leader
for the List of Decision List, who may be selected between
the two Members of the Parliament, Sami El Khatib and
Abdul Rahim Mrad.
- On the other
hand, the Israeli withdrawal is the topic of the meeting
to be held today between UN General Secretary, Kofi Anan,
and the Israeli Minister of Foreign Affairs, David Levi,
who will disclose to him the withdrawal date which rests
as secret till a week before such withdrawal.
